Project Description
- A one-year project implemented by the Trade Union Congress of the Philippines (TUCP) in collaboration with its affiliates/federations and partners at the national and selected regions/communities.
- Mainly an advocacy project designed to combat the worst forms of child labor through prevention and rehabilitation measures.
- This project complements the Philippine Time-Bound Programme on the Elimination of Worst Forms of Child Labor in five areas covering six occupations
Why the Initiative
- wider dissemination of information on the newly enacted law on RA 9231, An Act providing for the Elimination of the Worst Forms of Child Labor and Affording Stronger Protection for the Working Child, amending for this purpose Republic Act No. 7610, as amended, otherwise known as the “Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act” among union partners
- poor or weak enforcement of other related child labor-related laws, rules and policies
- post-rescue services to victims/survivors of child labor
- lack of union participation in government’s child labor committees/bodies at the national, regional and local levels
- tracking/monitoring of children withdrawn, rescued from child labor situations
Project Goals & Objectives
- strengthen the capacity of trade unions in taking action to eliminate the worst forms of child labor
- mobilize accelerated participation of trade union partners nationwide in public events highlighting issues on child labor
- contribute to existing child labor monitoring mechanisms
Project Components
Public Information and Media Campaign
- enterprise/community education program on child labor issues/concerns and orientation on RA 9231 and other related laws
- development and wide dissemination of trade union modules and researches
- public events highlighting trade union actions on child labor

Database Development
- development of monitoring/survey questionnaires/tools on child labor
- conduct of regional advocacy skills training on how to use the tools on CLM
- research and documentation
- collating and analyzing information
Advocacy Programs/Facilitating Delivery of Services to Victims/Survivors of Child Labor
- After Rescue Activities – (rehabilitation/reintegration programs/services, e.g. temporary shelters/counseling, etc.)
- Advocacy and networking with national government agencies, LGUs, NGOs & community-support groups
Capacity Building
- Regional Training on Child Labor Monitoring
- Advocacy Skills Training on Unions Participation in Local Child Labor Committees
- Information Technology and Access to CLM Database
Formation/establishment of union child labor monitors (U-CLAMORS)
- five regions [NCR, Regions III, VI, VII and XI] covering six worst forms of child labor occupations: domestic service, prostitution, pyrotechnics, sugar plantation, deep-sea fishing and mining & quarrying

- CLM in CBAs: with provision for training and other alternative income operating activities for working children and their families
